1.Background The International Labour Organization (ILO), through the MozTrabalha Project, aims to promote employment and decent work for Mozambican women and men by focusing on structural transformation and the Just Transition. A key component of the project is enhancing skills development and promoting forestry initiatives to improve productivity, sustainability, and job creation in the forestry sector.

To support these objectives, the ILO seeks a Forestry Specialist Consultant to provide technical expertise to specific components of the project located in the Manica, Sofala and Zambezia provinces.

2. Objectives The two main objectives of this consultancy is to:

• Support the implementation of the forestry skills development program, providing technical oversight and guidance to service providers and enterprises. • Facilitate the implementation of forestry promotion (fomento florestal) activities in the Beira Corridor, including feasibility assessments and stakeholder engagement.

Habilidades Requeridas

• Advanced degree in forestry, natural resource management, or a related field.

• At least 5 years of experience in forestry sector projects in Mozambique, including skills development and forestry promotion initiatives.

• Proven experience working on forest promotion (fomento florestal) with enterprises, training providers, and stakeholders in the forestry value chain.

• Strong knowledge of sustainable forestry practices and international labor standards.

• Demonstrated ability to conduct feasibility studies and organize study visits.

• Excellent communication and stakeholder engagement skills.

• Fluency in Portuguese and English (written and spoken).

A) Organize and lead a study visit to a successful forestry promotion pilot in Zambezia, involving selected enterprises and key stakeholders, already identified by the MozTrabalha project, as part of the project’s partnership mapping and current interventions.

2. As a follow up to the visit, lead technical discussions with the selected companies and other stakeholders to identify opportunities for collaboration and develop specific action plans with the needs and opportunities within these enterprises to develop forestry promotion.

3. Based on the visit and liaison with enterprises, conduct a detailed assessment for follow-up activities to improve the forestry promotion scheme in Zambezia and its replication potential in Manica province, analyzing potential partners for market linkages and revitalization of producer associations. Deliverable: A detailed technical report and any associated relevant documents, summarizing the study visit including key insights, enterprise feedback, and recommendations for scaling the initiative.

B. Support Forestry Skills Development Program

1. Provide technical oversight and guidance to the forestry skills development program, by working closely with selected service providers and enterprises to ensure high-quality delivery of training programs and analyze lessons learned.

2. Serve as a technical resource person during training sessions, offering expertise in silviculture, forest operations, and sustainability practices as well as translation support from English to Portuguese.

3. Review training materials and methodologies to align with international standards and local contexts. Deliverable: Provide two brief reports on the provision of technical oversight to the forestry training sessions with selected service providers and enterprises, as well as a technical report analyzing training outcomes, lessons learned, and recommendations for improvement.

C. Support Government-Led efforts to disseminate forest regulation and develop new regulation on forest promotion:

• Provide technical support to the government in organizing a technical meeting on forest development and silviculture with enterprises and stakeholders, serving also to disseminate the new Forest Regulation framework at the local level and collecting inputs to the new Regulation on Forest Promotion, ensuring participation of local authorities from various sectors, workers, employers and communities.

• Provide technical input to the development of the Regulation for Forestry Promotion Deliverable: Written technical inputs, consisting of high-quality expert advice, based on practical experience of forest promotion, to the development of the new Regulation for Forestry Promotion, integrating insights from stakeholders as well as one meeting report from the technical meeting on forest development, including stakeholder feedback
